The Jumping Creek Road Upgrade is a major project to reconstruct the entire length of Jumping Creek Road, from Ringwood-Warrandyte Road in Warrandyte to Homestead Road in Wonga Park.

The Jumping Creek Road Development Framework was endorsed by Council in 2016, and the Jumping Creek Road Masterplan was later endorsed in 2022.

Where is it?

Jumping Creek Road provides an important five kilometre link within Manningham, between Ringwood-Warrandyte Road, Warrandyte and Homestead Road, Wonga Park.

It connects the local communities of Warrandyte and Wonga Park and existing employment and retail precincts in Croydon, Chirnside Park and Lilydale. It serves as an important transport corridor between the municipalities of Manningham, Maroondah and Yarra Ranges.

The road is located within an environmentally significant landscape with valuable native vegetation and fauna and is also identified as being in a ‘high bushfire risk’ zone.

Why is the upgrade needed?

Jumping Creek Road is a significant local link road that experiences high traffic volumes, carrying more than 8,100 vehicles daily. Projections indicate that this volume will double to 15,000 vehicles daily by 2035.

Between 2012 and 2016, 17 vehicle crashes were reported along Jumping Creek Road. This included seven crashes causing serious injury requiring hospitalisation and one tragically causing fatality. Many of these crashes involved vehicles leaving the road and colliding with objects on the side of the road.

These incidents, combined with the deteriorating condition of the road and the challenges faced by pedestrians and cyclists in terms of accessibility, underscore the urgent need for an upgrade.

The Jumping Creek Road upgrade will address these concerns and improve safety for all road users, including motorists, cyclists, and pedestrians. The objective is to deliver safe, sustainable and functional infrastructure that is harmonious with the local landscape.

When will the works happen?

We’re delivering the Jumping Creek Road Upgrade in stages.

We completed the first section of the road reconstruction between Ringwood-Warrandyte Road and Nelson Drive in Warrandyte in 2021. The next stage will progress between the township and Homestead Road.

The first stage of the trail construction works will cover the section between Nelson Drive to the Bridge before continuing to the township. We commenced works on the northern side of the road in June 2023, and we expect to complete the majority of the trail to the township by mid 2024.

Jumping Creek Road Community Reference Panel

In January 2017, we established a Jumping Creek Road Community Reference Panel. It consists of residents, relevant local businesses and community group representatives.

The panel is an opportunity for us to provide updates, highlight issues, respond to queries and share ideas with the community, and receive feedback on proposals about the design and reconstruction of Jumping Creek Road.

    Patching and repair night works

    We are still awaiting third-party approvals for the upcoming nightworks on Jumping Creek Road, between Nelson Drive, Warrandyte and Homestead Road, Wonga Park. These works, originally planned to begin in early March, will likely start in mid to late March.

    Replacement of safety barriers

    In late March, we will begin replacing safety barriers and installing pedestrian safety fencing on the Jumping Creek Road bridge. These works aim to improve pedestrian safety and will allow the recreational trail works to continue connecting the bridge and state park.
    These works will occur between 7.00am and 5.00pm on weekdays for around two months. During these times, one lane of the road will be closed, and the speed limit will be reduced to 40 km/hour through the area.

  • Upcoming night works for patching of Jumping Creek Road

    We will begin extensive patching and repair works on Jumping Creek Road, between Nelson Drive and Homestead Road in mid to late March 2024.

    These works aim to fix weak spots and potholes, improving road safety and durability until the Jumping Creek Road upgrade project reconstructs the road in the coming years. Some of the works within this project will be integrated into the upgrade project.

    Four sections have been identified to be of the highest benefit to be repaired as part of these works per below:

    • Nelson Drive to 268-284 Jumping Creek Road
    • Jumping Creek Reserve to past the hairpin
    • Between Hooper Road and Stane Brae Court
    • Near the intersection of Homestead Road and Jumping Creek Road

    The works will occur between 8:00pm and 5:00am every night except Fridays and Saturdays. The project will take around two weeks to complete, subject to weather conditions.

    During the specified hours, Jumping Creek Road will be closed to through traffic. While we aim to minimise disruptions to residents, the direction from which you can access your property at any given time will change depending on the section we’re working on.

    While we work directly in front of a property, driveway access may be blocked for up to 1.5 hours while we complete the section of works. We will have traffic management on site to guide traffic and emergency services will have full access at all times.

    You may also notice noise caused by the works and trucks travelling on and off site, particularly if the works are near your property.

    Your bin collection will remain the same as usual.

    Our contractor will contact impacted residents closer to the date to provide more information about the construction dates and the proposed program of work.


  • Project update - January 2024

    Most of the trail between Nelson Drive and the township is complete, including all the works that were scheduled to be done by June 2024. Additional works, including safety barriers, fencing around the bridge area, and an extension of the trail, will be carried out by June 2024.

    We are preparing for the project's next stage, which includes the road reconstruction from Vine Crescent to Homestead Road. The project design has already been finalised, and we will soon begin arranging asset relocation and obtaining the necessary third-party approvals for the works. A significant amount of asset relocation is required, which will take some time. Once it is complete, we will begin the next stage of works, likely in early 2025.

    We are also in the process of procuring a contract for major patching works, which should begin in early 2024. In the meantime, our team is maintaining the potholes to address any immediate risks.

    The major patching works will occur at night and in sections between Nelson Drive and Homestead Road. The total length of this work will be around 1.1 kilometres over a stretch of 5.2 kilometres. The night works aim to reduce any inconvenience to road users and will take approximately two weeks to complete. These dates are subject to change depending on the programming of the Jumping Creek Road upgrade works and weather conditions.

    The construction of the recreational trail from Nelson Drive to the township is on track for completion by June 2024.

    From October, we expect some minor traffic changes during working hours. Traffic management will be in place to guide drivers safely through the area.

    Works may also include some disruption to driveways. Once this is determined, our contractor will contact impacted residents in advance to discuss any potential impacts.

    Emergency vehicles will have continued access to the area, and there will be no disruption in waste collection services.

    We are progressing with the permits and asset relocation in preparation for the road reconstruction, which is expected to begin around mid-2024. All project timelines are subject to change depending on programming and weather conditions.

  • Project update - June 2023

    We are happy to let you know that following the requests received during the public sessions held in March 2023, another successful session was held in May 2023.

    Once again, we had a great contribution from residents, business owners and road users sparing the time to attend the session. Through the sessions, we have received feedback and suggestions, and we are in the process of collating the valuable feedback we received to ensure the design is to the public satisfaction while the project objectives will still be achieved.

    During the sessions, we committed to start the construction of the recreational trail on the northern side of the road in June 2023.

    We are delighted to inform you that these works commenced on 19th June 2023, and site setup is in progress. This will be undertaken from Nelson Drive to the Township, and the first stage of the works will cover the section between Nelson Drive to the Bridge. The construction of the recreational trail is expected to be completed by the end of 2023. The works will involve localised traffic management only, and minor delays may be incurred. The road will remain open throughout the works with no diversion in place.

    Emergency vehicles will have unrestricted access to the adjacent properties.

  • Project update - April 2023

    Following our previous communication, we held four public information sessions in March 2023. The sessions were very successful, and we had a number of residents, business owners and road users attending the sessions. We appreciate the time you spared to come to the sessions. These sessions provided an opportunity for the public to not only become aware of the outcome of numerous events and sessions held before leading us to get to this point but also be informed about the Council plan on how the project construction phase would progress and be executed.

    During the sessions, we received a few queries asking for another afternoon session to be held, providing an opportunity to the public who were not able to join us in the March events. We are delighted to inform you that we have organised another session to be held on May 16th at Wonga Hall between 4:00 PM to 8:00 PM.

    We are delighted to inform you that the detailed design for the Jumping Creek Road Project is nearing completion. The design aims to improve road safety, create a recreational trial whilst preserving the natural look and feel of the area.

    Also, we are pleased to inform you that the wildlife protection netting installation is completed, and wildlife monitoring devices are coming next. In addition, the planting between the Warrandyte roundabout and Nelson Drive Northern side is completed. Also, preparation of the Southern side of this section is completed, and planting is planned for the next planting season. While we are focusing on the current works, it was not forgotten that trees had been removed a few years back while constructing the bridge. At the time of bridge construction, the seed had been taken from native and indigenous trees and grown in the Friends of Warrandyte State Park Nursery. The number of 300 grown-up trees had been planted around the bridge in August 2022 to cover the loss.

    Furthermore, the footpath from Warrandyte roundabout to Nelson Drive has been reconstructed to address the public concern regarding the effects of the footpath constructed as part of stage one works. The footpath works will be continued with the next stages of construction planned to be started in the second quarter of 2023.

    Public drop-in information sessions are planned to be held from the 20/03/23 till the 23/03/23 and will allow anyone interested to provide further feedback and or information on the project. Details of the session can be found here: Your Say Manningham Letter/Public Sessions

    The Jumping Creek Road Design Proposal was endorsed by Council on 26 April 2022.

    We developed a concept plan for the project and asked for feedback from community during October 2021.

    Community feedback helped guide the design and make sure there are minimal impacts on the character of the area.


    The design proposal includes:

    • Upgrading the Wonga Park Township intersection with traffic lights (Dudley Road and Jumping Creek Road).

    • Installation of an underground drainage system including kerb and channel for the entire road.

    • New roundabouts at Hooper and Hartley Roads.

    • A recreational trail on the northern side of the road.

    • Extensive revegetation along the entire Jumping Creek Road corridor.

    • Installations of aerial and wildlife crossings to protect wildlife.


    Jumping Creek Road has a historically high levels of crashes, including 17 resulting in casualties and one fatal crash between 2009 and 2013.

    We believe the upgrade is vital to improve safety for many of our community who use the road to travel to home, work, school and social connections.

    The road carries more than 8,100 vehicles per day, with the traffic volume expected to increase to 15,000 vehicles per day by 2035.


    When does the upgrade begin?

    We completed the first section of the road upgrade between Ringwood-Warrandyte Road and Nelson Drive in Warrandyte in 2020.

    The next phase of major works are expected to begin in early 2023, with some early beginning in late 2022.

    Jumping Creek Road has reached a significant milestone, the concept design for the project is now complete. Manningham is pleased with the feedback we gathered from our community consultation, which helped guide the design and ensure impacts on the character of the area were minimised.

    We thank everyone for their feedback which has been incorporated. We are now moving onto the next phase of the project to develop the detailed design.

    In October 2021, Council undertook consultation with the community regarding the proposed designs for the Jumping Creek Road project. Council is currently reviewing the feedback received in liaison with community representatives and the community reference panel.
