As part of Manningham’s Vibrant Villages Activity Centre Action Plan (2023), Templestowe Village was identified as a priority site for a streetscape upgrade to enhance the public realm with a more vibrant, welcoming and accessible village experience for everyone.

The Templestowe Village Streetscape Upgrade project will focus on:

  • Creating better pedestrian spaces and outdoor trading areas
  • Enhancing accessibility and circulation throughout the precinct

The streetscape upgrade will be carried out across public land on streets and spaces within Templestowe Village to make it safer and more enjoyable for people to shop, meet, connect and celebrate.

We know this project affects many people and we’re committed to hearing from all of you. Whether you’re a local business owner, a resident, or a visitor, your voice matters as we want to reflect the needs and aspirations of everyone who visits the Village.

    We are inviting expressions of interest to join a focus group for the Templestowe Village Streetscape Upgrade. We are looking for a diverse mix of community members including local residents, business owners, workers, community group members and people of different ages, backgrounds and abilities.

    Purpose of the focus group

    The focus group sessions will help inform the development of the draft Templestowe Village Streetscape concept plan, which will then be placed on public exhibition for all members of the community to provide feedback on. The focus group will:

    • Look at community feedback, research and background information relating to the Templestowe Village Streetscape Upgrade
    • Discuss ideas for improving the Templestowe Village streetscape
    • Workshop to identify and prioritise key issues and opportunities for the Templestowe Village streetscape upgrade

    You do not need any specialist knowledge to be part of the focus group. You just need to be willing to contribute, agree to our Terms of Reference and Code of Conduct and share your thoughts and ideas.

    Selection process

    • To ensure the group achieves a balanced representation, the selection will be undertaken by independent consultants, Chatterbox Projects based on the criteria below.
    • The final panel numbers will vary but will be no more than 30 participants chosen from across residents, business owners, landowners and community groups (it may be that not everyone who submits an EOI will be selected).
    • Successful and unsuccessful people will be notified as soon as possible and no later than Tuesday 10 February.

    Selection criteria

    In order to achieve a diverse focus group, the selection will be based on the following criteria:

    1. A person with a connection to Templestowe Village

    e.g., residents, business owners, landowners, community group members who are local to Templestowe Village.

    2. Reflect a mix of ages, genders, backgrounds and abilities

    This helps to ensure the group is balanced and inclusive.

    3. Must be able to attend all three focus group sessions

    Participants need to commit to attend the three focus group sessions, which will be held in a local venue in Templestowe on the following dates:

    • Monday 16 February, 6.00pm to 8.00pm
    • Monday 2 March, 6.00pm to 8.00pm
    • Monday 23 March, 6.00pm to 8.00pm

    Final participants will be confirmed as soon as possible and no later than Tuesday, 10 February so please keep these dates free.

    4. Are interested in improving Templestowe Village

    We will select people who have a genuine interest in contributing to making Templestowe Village a more vibrant, welcoming and accessible village experience for everyone.

    Eligibility requirements

    Applicants must:

    • Have a connection to Templestowe Village and want to improve the streetscape
    • Be available to attend all three focus group sessions on Monday 16 February, Monday 2 March and Monday 23 March
    • Agree to abide by the Terms of Reference and Code of Conduct
    • Be contactable by phone or email
    • Be aged 18+
    • Not be a Manningham Councillor or an immediate family member of one
    • Not be a Manningham Council employee or an immediate family member of one

    Make sure you submit your EOI by 5pm on Sunday, 18 January 2026 so that you can be considered through the selection process.

    To ensure your availability for the focus group sessions, please mark the dates in your calendar. You will also need to supply us with either your phone or email address to participate.

    Terms of Reference and Code of Conduct

    To participate in the focus group, we require all interested individuals to agree to our Terms of Reference and Code of Conduct (outlined in section 2.8 of this document) as part of the Expression of Interest process. These documents outline the purpose of the focus group, expectations for respectful engagement, and guidelines to ensure a safe and constructive environment for all participants. By confirming your agreement, you help us maintain a collaborative and inclusive space where every voice is valued. Please review these documents carefully before submitting your expression of interest.

    Manningham Council has launched a survey on the Templestowe Village Streetscape Upgrade, inviting community feedback to help shape the future of this vibrant precinct.

    The survey is now live and seeks input on how the community envisions potential improvements to accessibility, safety, public spaces and the overall village experience.

    Manningham Mayor, Councillor Deirdre Diamante said the project is a key opportunity to build on the unique heritage of Templestowe Village while planning for its future.

    “Templestowe Village is a special part of our community and we want to ensure its future reflects the needs and aspirations of the people who live, work and visit here,” the Mayor said.

    “This is your first of several opportunities to inform how we shape the next chapter of the Village. It’s also an opportunity to tell us what you love about the Village, so we can keep and retain the elements you love and preserve features that enhance connection, heritage and legacy.”

    The survey is accessible online and will remain open until 30 November. There will also be opportunities to ask questions about the survey at pop-in community sessions.

    • Saturday, 8 November from 10:00am to 12:00pm
    • Thursday, 13 November from 2:30pm to 4:30pm
    • Wednesday, 19 November from 12:00pm to 2:00pm

    The survey will include an Expression of Interest for community members who may wish to be selected for a focus group workshop, to be held at a later stage.
