About the project

Where is Jumping Creek Road?

Jumping Creek Road provides an important five kilometre link within Manningham, between Ringwood-Warrandyte Road, Warrandyte and Homestead Road, Wonga Park. It connects the local communities of Warrandyte and Wonga Park and existing employment and retail precincts in Croydon, Chirnside Park and Lilydale. It serves as an important transport corridor between the municipalities of Manningham, Maroondah and Yarra Ranges.

The road is located within an environmentally significant landscape with valuable native vegetation and fauna and is also identified as being in a ‘high bushfire risk’ zone.


Why is the upgrade needed?

Jumping Creek Road is a significant local link road that experiences high traffic volumes, carrying more than 8,100 vehicles daily. Projections indicate that this volume will double to 15,000 vehicles daily by 2035.

Between 2012 and 2016, 17 vehicle crashes were reported along Jumping Creek Road. This included seven crashes causing serious injury requiring hospitalisation and one tragically causing fatality. Many of these crashes involved vehicles leaving the road and colliding with objects on the side of the road. These incidents, combined with the deteriorating condition of the road and the challenges faced by pedestrians and cyclists in terms of accessibility, underscore the urgent need for an upgrade.

The Jumping Creek Road upgrade will address these concerns and improve safety for all road users, including motorists, cyclists, and pedestrians. The objective is to deliver safe, sustainable and functional infrastructure that is harmonious with the local landscape.


Jumping Creek Road Community Reference Panel

In January 2017, we established a Jumping Creek Road Community Reference Panel. It consists of residents, relevant local businesses and community group representatives.

The panel is an opportunity for us to provide updates, highlight issues, respond to queries and share ideas with the community, and receive feedback on proposals about the design and reconstruction of Jumping Creek Road.

The panel also considers issues previously raised by the community during the consultation process for the Jumping Creek Road Development Framework.

    Construction works will get underway this month on the upgrade of Jumping Creek Road between the Ringwood-Warrandyte Road and Nelson Drive in Warrandyte.

    To allow for the reconstruction of this 350 metre section of road, the road will be closed to through traffic from 21 April 2020 until the end of August.

    Detours will be in place via Yarra Road and Brysons Road during this period. Emergency service vehicle and local access will be maintained at all times.

    This is the first step of construction for the Jumping Creek Road project.

    Coronavirus (COVID-19)

    We understand everyone in our community is responding to the evolving coronavirus (COVID-19) situation.

    At this stage, we do not foresee there are any impacts to the delivery of this road upgrade project.

    Construction on the upgrade of Jumping Creek Road will start in April this year, with the first stage to reconstruct the road between the Ringwood-Warrandyte Road and Nelson Drive in Warrandyte.

    This is the first step of construction for Jumping Creek Road, which ultimately will see the full length of Jumping Creek Road between Ringwood-Warrandyte Road and Homestead Road in Wonga Park upgraded, to improve safety for all road users.

    Works on the initial 350 metre section of Jumping Creek Road include lowering part of the road by more than one metre.

    Due to the construction safety issues associated with these works this section of road will be closed to through traffic during construction, which is anticipated to be completed between early April and the end of August 2020.

    While road closures and detours will be in place for this area, emergency service vehicle and local access will be maintained at all times.

    The Planning Permit application for stage 1A of the Jumping Creek Road upgrade is now available for public comment.

    The planning application relates to the vegetation removal associated with the upgrade between Ringwood-Warrandyte Road to Nelson Drive.

    All relevant documentation associated with the application is currently available for public inspection:

    Written submissions can be made online via Manningham's Planning Register or via post to Manningham Council, PO Box 1, Doncaster VIC 3108.

    Works to relocate telecommunications, water and gas lines between Ringwood-Warrandyte Road and Nelson Drive are progressing as part of stage 1A of the Jumping Creek Road upgrade.

    These works started in November 2018, over summer some electrical relocation works were delayed due to warm weather.

    While the relocation works are underway, Council is finalising the design of stage 1A of the road upgrade. This will include a planning permit process, which is anticipated to be advertised for public comment during April/May.

    AusNet will be starting works to relocate electrical cables along Jumping Creek Road, between 373 Ringwood-Warrandyte Road and 292 Jumping Creek Road, on Wednesday 14 November.

    We’re in the process of finalising the design for stage 1A of the Jumping Creek Road upgrade, which includes lowering a road crest by 1.8 to 2 metres, to improve the lines of sight for traffic on this stretch of the road.

    Before the upgrade can begin, electrical cables near the road crest need to be relocated and power poles will need to be removed. This is to reduce roadside hazards and improve safety.

    The works being undertaken by AusNet are anticipated to take 5 to 6 weeks to complete. We've been advised that some traffic delays may be experienced during these works. For more information on changing traffic conditions, contact AusNet.

    Update on Stage 1A of Jumping Creek Road Upgrade

    We’re in the process of finalising the design for stage 1A of the Jumping Creek Road Upgrade. Part of this design includes lowering a road crest* by 1.8 to 2 metres, to improve the line of sight for ascending and descending traffic on this stretch of the road.

    The stretch of road to be lowered is located between 373 Ringwood-Warrandyte Road and 292 Jumping Creek Road.

    Before construction can begin, electrical cables in the vicinity of the road crest must be relocated and power poles will need to be removed. The power poles will be removed in Stage 1A to eliminate them as roadside hazards and ensure safety requirements are met.

    The relocation of the electrical cables will be undertaken by AusNet (as the service authority) on behalf of Manningham Council. The cable works must be completed before civil construction can begin.

    We expect that AusNet will be begin relocating cables in the next 6 to 8 weeks.

    *a road crest is a point in a road where the road climbs or descends and often impedes on a drivers line of sight.

    Stage 3 of the Jumping Creek Road Upgrade addresses safety concerns raised by the community affecting the section between Yarra and Homestead Roads, including the Wonga Park township.

    For the intersections of Jumping Creek Road with Dudley and Yarra Roads, we developed a concept design in consultation with our Community Reference Panel. This design reduces the speed of traffic and improves pedestrian and community safety, as shown below.

    Intersection options

    We sought the community’s preference on the type of signals needed at the intersection of Jumping Creek Road and Dudley Road.


    There were 2 options available:

    1. Full intersection signals at the Jumping Creek Road/Dudley Road intersection. All traffic into and out of Dudley Road and pedestrian movements will be controlled with signals.

    2. Pedestrian Operated Signals only across Jumping Creek Road. The movements into and out of Dudley Road will be controlled with a Stop sign only. Pedestrians crossing Dudley Road will need to cross when safe to do so, without signals.

    We received 88 responses through the online survey, via email and phone.

    The majority of the respondents preferred the installation of the full intersection signals at the Jumping Creek Road/Dudley Road intersection.

    The next steps

    We will continue to develop the preferred intersection option through to the detailed design stage. This will include:
    • a road safety audit
    • assessment of the impact on the surrounding vegetation, adjoining properties and service assets, eg. Telstra
    • further consultation, as required.

    Once the intersection design has been further developed, we will start the concept design for the length of the road between Dudley Road and Homestead Road over the next year.

    This will also involve the design for lowering the road crest to the east of Dudley Road to improve sight lines. A footpath along the north side of the road will also be included.

    Late last year we invited local residents and community to tell us their comments and preferences on a footpath along Jumping Creek Road, between Yarra Road and Homestead Road.

    Your feedback showed that the majority of people who responded want to:

    • Retain the footpath along the north side of Jumping Creek Road
    • Widen the path to 1.5m, rather than constructing a path on the south side of Jumping Creek Road.
    Many people also commented on their preference for a sealed path, such as asphalt, to better cater for pedestrians of all abilities.

    The feedback received will help inform the design of Stage 3 of the Jumping Creek Road Upgrade. This includes the Wonga Park Township and area between Yarra Road and Homestead Road.

    Detailed design for Stage 1A is currently being finalised and construction works are scheduled to commence in June 2018. Some traffic disruption is expected during the works, however every effort will be made to ensure that Jumping Creek Road remains open to traffic at all times.

    These works will include:

    • lowering the road to provide improved sight lines at the crest
    • construction of the road including kerb and channel as well as underground drainage
    • construction of a gravel pedestrian path along the west side of the road
    • installation of guard rail on both sides of the road, as required
    • construction of a retaining wall on the east side of the road at the crest
    • associated vegetation removal and revegetation works.
