We’re creating a new public toilet at Morris Williams Reserve after receiving strong support from our community during the 2025 Public Toilet Plan review.
The reserve will also be home to Manningham's first bike pump track, creating new opportunities for people of all ages and abilities to ride, be active and enjoy the outdoors.
Together, these projects will enhance the reserve and support its growing use by the community.
What’s included?
The new modular toilets will include:
an accessible cubicle
an ambulant cubicle
baby change facilities
a rainwater tank to utilise a natural water supply
external and internal powered lighting
skylights for natural lighting
perforated picture panels with painted images inspired by the local surroundings
concrete paths to connect the toilets with surrounding paths and facilities.
Example design
Where is it?
The Morris Williams Reserve toilets will be centrally located on the west side of the Yarraleen Trail opposite the playspace.
This location was chosen based on community feedback. It will support how people use the reserve today, while also meeting the needs of future visitors to the bike pump track.
See the updated location here:
Why is it needed?
We’re adding new public toilets as they were requested by residents. They will also support upgraded park facilities in the future. This means everyone, especially families and older visitors, can enjoy longer stays at the reserve.
There may be some early site construction works starting in November and December 2026, with the bulk of the construction occurring between late January to the end of March 2027 (weather permitting).
Workers will usually be on site between 7 am and 5 pm weekdays.
How it might affect you
To reduce potential noise and disruption, the toilet will be constructed off site and delivered ready for installation.

Thank you to everyone who shared their thoughts on the proposed location of the public toilets at Morris Williams Reserve during consultation in March 2026. We appreciate your valuable feedback.
What we heard
Overall, we received strong support for public toilets at the reserve. Community members highlighted that accessible facilities would:
enable longer visits to the reserve
make time spent at the reserve more comfortable and enjoyable
encourage greater participation in outdoor activities
benefit older adults, young families and people with accessibility needs.
We received:
87 survey responses
3 email submissions
40 petition signatures opposing the installation
Email and petition feedback has been reviewed and considered in the consultation summary. However, it is not reflected in the survey results shown below.
In May 2024, Council received a separate petition with 40 signatures requesting the installation of public toilets at Morris Williams Reserve.
Key findings from the survey
We found that:
80.5% (70 responses) supported the installation of public toilets
11.5% (10 responses) shared mixed views
8% (7 responses) did not support the proposal
Location considerations
Some respondents raised concerns about the proposed location, including:
its proximity to nearby homes and the playspace
conflict with the existing use of the area, such as for ball games and picnics
potential impacts on nearby heritage trees.
Suggestions included relocating the toilets to the south of the basketball court near the path intersection, or on the western side of the reserve.
