We’re reviewing Manningham’s Public Toilet Plan and seeking your feedback on local toilet facilities. The Public Toilet Plan (2021) is a 10-year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities.
What’s been delivered so far?
Since the plan was endorsed in 2021, we’ve completed 12 new and upgraded public toilets across Manningham. We’re also on track to upgrade two more facilities by the end of the year

Why are public toilets important?
Public toilets are essential for people to enjoy public spaces without feeling restricted. They help us socialise, exercise, play, learn and engage with the community. Well-placed facilities also support local business by encouraging visitors and residents to spend more time in the area.

We received 150 survey responses from a wide range of community members, including park users and residents. We also received 2 petitions – one for Morris Williams Reserve and another for the Park Orchards activity centre.
What you told us
There’s support for developing new and improved toilet facilities across Manningham, including:
New or improved toilets in activity centres
Most requested locations: Park Orchards, Templestowe Village, Devon Plaza and Tunstall Square.
New toilets in reserves
Proposed sites: Morris Williams Reserve, Wittons Reserve, Cat Jump Reserve, and Stintons Reserve.
Improvements to existing and future toilets
This included more frequent cleaning, better lighting, soap dispensers, clearer signage and change facilities for toddlers.
Next steps
We’re currently finalising the Public Toilet Plan.
The plan will be presented for Council endorsement in November, with public release scheduled for December.
As part of early implementation, a new toilet facility is set to be installed at Cat Jump Park within this financial year.
Each proposed location will undergo a dedicated consultation process.

Community contributions to this consultation have now closed. The project team is currently evaluating all feedback and will publish a summary of findings in August 2025.

The Final Plan, incorporating community feedback, will be presented to Council for endorsement in November 2025.
If endorsed, the Plan will be made available on this page from December 2025.
Further consultation will be undertaken for the development of each site prior to the commencement of works.
