What is Manningham’s Public Toilet Plan
Manningham’s Public Toilet Plan 2021 is a 10 year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities.
Why are you upgrading public toilets in Manningham?
The Public Toilet Plan involves delivery of new public toilets, refurbishment of existing public toilets and the opening of some pavilion toilets in various reserves and activity centres across Manningham.
Our vision is that each facility will be used by park users, such as local residents, schools, local clubs, sporting groups and people using our shopping strips. It will also improve access to toilets in some locations where they are not currently available.
Why are you reviewing the Public Toilet Plan
We’re reviewing Manningham’s Public Toilet Plan and seeking your feedback on local toilet facilities. The Public Toilet Plan (2021) is a 10-year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities. We want to know if there are additional locations and new priorities for the delivery of public toilets in Manningham.

What new toilets or upgrades are already in planning?
We have conducted feasibility works on several sites to start planning for the delivery of future toilets.
Public toilet upgrades are planned for Cat Jump Parke, Doncaster East, and Burgundy Reserve, Doncaster. A toilet is currently being delivered along the Mullum Mullum Trail in Donvale.
We’re also consulting on a potential new toilet at Morris Williams Reserve and will invite you to participate in the survey when it is live.
Doncaster Reserve and Wilson Reserve which were identified in the Manningham Public Toilet Plan 2021 are overly constrained and cannot accommodate a new toilet facility. These sites have been replaced with the two new proposed sites at Burgundy Reserve, Doncaster and Morris Williams Reserve, Bulleen.

This list is not exhaustive and we are inviting your feedback on where we should plan future toilets.
When will the works occur?
Works for each site will take place following site investigations, permit approval and service assessments.
Community consultation will be conducted for each new installation.
Works will take place within the Environmental Protection Agency guidelines, between 7.00am to 6.00pm on weekdays, and 7.00am to 1.00pm on Saturdays.
What design principles will Manningham follow whilst delivering this project?
Manningham strongly considers existing users within the local community and will follow Universal Design Principles, Section 3.1 (page 21) of the Manningham Public Toilet Plan 2021 and Safer by Design Guidelines in each location and facility.
How do we decide which location is appropriate for a toilet?
Key criteria for toilet facility locations:
• At all regional open spaces
• At all district open spaces that have diverse sports or recreation facilities
• At all neighbourhood activity centres
• On linear trails, approximately every three kilometres.
Siting considerations include:
• Accessible and high activity areas
• Informal surveillance from nearby activities
• Visible from a distance and clear sightlines to entry doors
• Adjacent to busy pedestrian routes e.g. linear trails
• Each cubicle has own door to outside
• Accessible by a clear open path ideally to accessible car parking bays.
What is the budget?
Manningham’s budget for the 10-year program is approximately $4.5 million.
The cost of each site is dependent on a range of factors including if it is a new facility or an upgrade, access to services (power, water sewerage), accessible car parking and paths, size of the facility and any demolition costs.
