We’re creating new public toilets at Morris Williams Reserve after receiving strong support from our community during the 2025 Public Toilet Plan review.

What’s included?

A small toilet block with:

  • a fully accessible cubicle with baby change table
  • a unisex ambulatory cubicle
  • internal and external lighting
  • automatic door locking to manage opening hours
  • convenient location near the playspace and fitness equipment.

Where is it?

The Morris Williams Reserve toilets will be located close to the Egan Drive, Bulleen entrance.

In response to community feedback received during the March 2026 consultation, the toilets will be relocated to the south side of the basketball court, near the path intersection.

See the updated location here:

Why is it needed?

We’re adding new public toilets in response to resident requests and to support upgraded park facilities. This means everyone, especially families and older visitors, can enjoy longer stays at the reserve.

This project is part of our Public Toilet Plan 2025 and our Parks Improvement Program.

When is it happening?

We’re designing this project within the 2025/26 financial year. Construction is expected to commence in 2026/27.

Thank you to everyone who shared their thoughts on the proposed location of the public toilets at Morris Williams Reserve during consultation in March 2026. We appreciate your valuable feedback.

    What we heard

Overall, we received strong support for public toilets at the reserve. Community members highlighted that accessible facilities would:

    • enable longer visits to the reserve
    • make time spent at the reserve more comfortable and enjoyable
    • encourage greater participation in outdoor activities
    • benefit older adults, young families and people with accessibility needs.

    We received:

    • 87 survey responses
    • 3 email submissions
    • 40 petition signatures opposing the installation

Email and petition feedback has been reviewed and considered in the consultation summary. However, it is not reflected in the survey results shown below.

In May 2024, Council received a separate petition with 40 signatures requesting the installation of public toilets at Morris Williams Reserve.

    Key findings from the survey

    We found that:

    • 80.5% (70 responses) supported the installation of public toilets
    • 11.5% (10 responses) shared mixed views
    • 8% (7 responses) did not support the proposal

    Location considerations

Some respondents raised concerns about the proposed location, including:

    • its proximity to nearby homes and the playspace
    • conflict with the existing use of the area, such as for ball games and picnics
    • potential impacts on nearby heritage trees.

Suggestions included relocating the toilets to the south of the basketball court near the path intersection, or on the western side of the reserve.

    What’s changing?

In response to community feedback, the toilets will be relocated to the south side of the basketball court, near the path intersection.

    See the updated location here:

    The new toilet location will:

    • improve accessibility for park users by placing it in a more central location, close to paths and other facilities at the park
    • be placed in a high traffic area with increased visibility and lighting to help improve safety and discourage anti-social behaviour
    • be positioned as far away as possible from nearby homes, while accommodating tree protection zones and essential service connections.

Public toilets typically operate between 6:00am and 9:00pm. If needed, Council may restrict access to daylight hours.

The facility will be cleaned daily and maintained regularly to ensure high standards of hygiene.

    What’s next?

We will finalise the public toilet plan, with construction expected to commence late-2026. This schedule is subject to permits and contractor availability.
