Where is it?

The new park will be located on Hepburn Road, between Walker Street and Gifford Road in Doncaster.

Why is it needed?

The Doncaster Hill Strategy (2002, revised 2004) identified the need for a new park to buffer high-density residential zones and provide much-needed open space to residents.

The park offers recreational options, including play and relaxation, while also fostering a sense of community through new public facilities, greenery, and public art, giving these areas a vibrant urban character and a unique identity.

How will the works affect me?

Once we commence works, there may be some noise and traffic changes required to allow for construction. We’ll do our best to minimise any impacts on residents and visitors.

Construction of the new park on Hepburn Road is on track for completion in mid-2024.

As part of the project, we will reconstruct a section of the road and footpath on Hepburn Road, between Gifford and Walker Streets.

The intersection of Hepburn Road and Short Street will be closed from 29 April 2024 until early June 2024, to complete these works.

Please see the below map of the road closure and required detours.

During the works, there will be:

    • no disruption to driveway or emergency vehicle access.
    • minor disruptions to pedestrian access while the footpath is being reconstructed.
    • road closure and detour signage in place to guide you around the area.

The appointed contractor, Ace Constructions, will be on site during work hours to coordinate any issues.

The new park on Hepburn Road is on track for completion in mid-2024. It’s time to give this new space an official name!

    We’re proposing…Hepburn Reserve.

This name is relevant, clear and consistent with the names of Manningham’s other local reserves. It aligns with our Naming of Reserves Policy, which states local reserves should be named after the longest road they adjoin. It also aligns with the Geographic Place Names Act 1998 and Official Naming Rules for Places in Victoria 2022.

    Have your say

Tell us what you think about the proposed name of the new park on Hepburn Road, Hepburn Reserve.

Complete our survey to provide your feedback by 5.00pm on Wednesday 8 May 2024.

    Please note:

    • If you do not respond to this survey, it will be taken as implied consent to the proposed name.
    • All submissions must be received by 5.00pm on Wednesday 8 May 2024, within 30 days of this notice.
    • All name submissions must comply with Naming rules for places in Victoria – Statutory requirements for naming roads, features and localities – 2022.
    • If you do not agree with the proposed name, please provide your name, address and contact details, including any comments or objections via the survey.

Following public consultation, we will send the proposed name to Geographic Names Victoria for endorsement. We will consider and address all objections (if relevant) by Manningham Council, and submitters will be updated before the naming proposal is lodged. Objectors can appeal to the Registrar of Geographic Names within 30 days if they do not support our naming decision.

The new park on Hepburn Road will be built soon. Early works will begin in December 2023, and the major construction works will start in January 2024. We anticipate that the park will open in mid-2024.

Construction will generally occur between 7.00am and 5.00pm on weekdays. There might be some noise and temporary changes to traffic during this time. We will write to residents with more information regarding any road impacts ahead of time and detours will be clearly signed.

We’re building a new park on Hepburn Road in Doncaster, between Walker Street and Gifford Street. While we've made considerable progress on this project, we've also had some unexpected delays.

Construction for this park will now begin in September 2023 with the park open to the public in May 2024.

    What has caused the delay?

The project has experienced delays due to the ongoing impact of overwhelming demand in the construction industry and labour shortages, as well as the complex nature of the site. The topography of the site includes a steep slope which needs to be accommodated in the design of the park. We are keen to ensure that the park merges smoothly with the surrounding footpaths and road and to ensure the park drains stormwater effectively. As a part of our design, we're also committed to protecting existing mature trees.

What is the next step in the project?

We are now finalising the process to complete the detailed design of the park.

Thank you for your patience and understanding as we work through these issues.

We're committed to delivering a high-quality park that meets the needs of the community now and into the future.

We are about to start demolition of the houses of 9, 11, 13 and 15 on Hepburn Road to enable the construction of a new park. Please note, there may be some noise disruption, however we endeavour to minimise the impacts.

The safety of our community is our top priority during this time and Manningham will continue to follow the advice from the Department of Health and Human Services about coronavirus (COVID-19).
