Update: Approval of the Development Plan Shopping centre owner Scentre Group submitted the final Westfield Doncaster Development Plan on 29 April 2020 for endorsement.

On 7 May 2020 Council’s CEO endorsed the Development Plan (April 2017, revised October 2017 - 29 April 2020).

The endorsement is in accordance with Council’s decision of 11 December 2018 to approve the Development Plan subject to various changes. These changes are reflected in the endorsed Development Plan.

The next step is that Council and Council officers will now be able to consider planning permits relating to each stage of development of the site.

The proposed expansion is generally on the north side of the Westfield Doncaster site and includes:

  • An additional 43,000sqm of retail floor space and 18,000sqm of commercial office space
  • A commercial building of up to 14 storeys positioned above a two level podium located in the north-west part of the site
  • An enhanced and expanded bus interchange
  • Improved vehicular and pedestrian access to and within the centre
  • Additional car parking
  • Improved public realm.

Figure 1 shows the indicative building envelope for the proposed expansion of the centre, shown in blue. The existing part of the centre is shown in grey.

  • Council requests Minister approval of Amendment C104 - December 2018

    Update December 2018

    Council has adopted Amendment C104 and has requested the Minister for Planning to approve the amendment.

    Council considered the Amendment C104 Panel and Advisory Committee Report on 11 December and have resolved to adopt the amendment with the changes that were recommended by the Panel. Subject to the approval by the Minister for Planning, the Development Plan will also be approved by Council.

    The changes recommended by the Amendment C104 Panel and Advisory Committee were as follows:

    The recommended changes to the Amendment generally relate to the content or drafting of the documents to make information more clearer and in particular to:

    • ensure that the provisions forming part of the Amendment meet the drafting conventions (form and content) recently introduced by the State Government; and

    • to reflect changes agreed to at the Hearing, between Council officers and the Proponent, to a number of the planning controls forming part of the amendment.

    The Panel and Advisory Committee have recommended that the Development Plan be approved subject to changes that:

    • will ensure consistency between the Development Plan and changes made to the planning provisions, as agreed to during the Hearing process; and

    • provide greater clarity of the content within the Development Plan.

    Submissions were received on a revised proposal that would enable future development at Westfield Doncaster.

    This includes revisions made to the original proposal, exhibited in July 2016, following the acquisition of an adjoining site at 20-34 Westfield Drive, Doncaster, by Scentre Group (Westfield).

    Known as Amendment C104 to the Manningham Planning Scheme, the proposal includes the introduction of new planning controls to the Westfield Doncaster sites at 619 Doncaster Road and 20-34 Westfield Drive in Doncaster to allow for additional retail and commercial floor space.

    The draft Development Plan, put forward by Scentre Group, as the owner and operator of Westfield, includes:

    • An additional 43,000sqm of retail floor space and 18,000sqm of commercial office space to be generally located in the northern part of the site
    • A ‘gateway’ tower with a maximum height of ten to 14 storeys above a two level podium located on Williamsons Road
    • An enhanced and expanded bus interchange at street level, closer to Williamsons Road with provision for buses to do a loop within the interchange
    • Improvements to vehicle and pedestrian access to and within the centre, including relocating the existing main vehicle entrance from Williamsons Road further north towards Westfield Drive
    • Approximately 7,575 car parking spaces to be provided on site, which will be an increase of 2,793 spaces from what is currently provided
    • Improved public spaces, including increased landscaping, new paving, and a new public forecourt that will enhance the entry to the centre.
