Here in Manningham, we’re lucky to have a unique range of urban and leafy suburbs, rural lifestyle areas and vibrant activity centres.

Our community is also growing. Over the next 12 years, our population is expected to increase by around 18,000 people, to more than 144,000 people. This means we’ll need close to 8,000 new homes across Manningham.

As our community changes, we need to plan for a range of homes that cater for different needs and life stages. We also need to carefully plan the location of future housing to support the affordability, sustainability and character of our suburbs.

That’s why we’re reviewing the Manningham Residential Strategy.

The first stage in developing the new strategy was the preparation of our Residential Discussion Paper.

The Residential Discussion Paper identifies four themes to underpin our housing future:

1. Location and connectedness

2. Housing design quality

3. Neighbourhood character

4. Housing choice, diversity and affordability

These themes will set the foundation for how we manage growth and work together as a Council and community to achieve desired outcomes for all.

State Government's Plan for Victoria

We’re preparing a submission to the State Government’s Plan for Victoria, which will also address its proposed new housing targets.

It proposes a draft target of 39,000 new dwellings in Manningham by 2051, representing a 76 per cent increase in dwellings over the next 26 years or around 1,500 dwellings per year. This is a significant increase in growth projections for Manningham.

Over many years, we have accepted growth, planned for growth and managed growth in a balanced and incremental way – in close consultation with our local community. We also recognise the need for upgrades to infrastructure, services and facilities to support the needs of our growing population.

The increased growth projections, and absence of detailed information provided, are a concern for Council. However, we welcome the opportunity to engage with the State Government to ensure positive outcomes for the future of housing in Manningham.

We will keep community informed throughout the engagement process with the State Government.

    Manningham Residential Discussion Paper

    The first stage in developing the new Residential Strategy is the preparation of the Manningham Residential Discussion Paper.


    The Residential Discussion Paper identifies four housing themes: 

    1. Location and connectedness – new homes in the right places
    2. Housing design quality – environmental sustainability and built form
    3. Neighbourhood character and what makes it special
    4. Housing choice, diversity and affordability


    These themes have emerged from our recent technical analysis, review of existing policies and previous community feedback. They set the foundation for change and how we commit to working together as a Council and community to achieve the desired outcomes for all.

    As part of the engagement on the Residential Discussion Paper, a survey has been prepared so that we can better understand community views, priorities, needs and expectations relating to housing in Manningham. 


    Questions in the Residential Discussion Paper survey are categorised under the four housing themes.


    Participants to this survey will have the opportunity to enter the draw to win one of three $100 Westfield gift vouchers. Entry to the survey alone, or survey and Competition are both voluntary.

    Given your experience in the building, planning or design of housing developments in Manningham, we are interested in understanding how you view the future of housing provision in Manningham. We also want to understand the issues you are facing in designing and building housing in Manningham.


    Survey insights will help inform the draft updated Residential Strategy.
