What is Manningham’s Public Toilet Plan

    Manningham’s Public Toilet Plan 2021 is a ten year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities to cater for the current and future growth across Manningham.

    Why is Manningham upgrading its toilets?

    The Public Toilet Plan implementation involves delivery of 11 new public toilets, refurbishment of existing public toilets and the opening of some pavilion toilets in various reserves and activity centres across Manningham.

    Our vision is that each facility will be used by park goers like local residents, schools, local clubs, sporting groups and people using shopping strips. It will also improve the availability of toilets in some locations that are not immediately apparent.

    What locations have the new toilets been planned and why?

    Eleven new sites have been selected after careful consideration and community consultation through development of the Public Toilet Plan. 

    Key criteria used for locations include:

    •    At all regional open spaces

    •    At all district open spaces that have diverse sports or recreation facilities

    •    At all Neighbourhood Activity Centres

    •    On linear trails approximately every 3 km’s

        Siting considerations include:

    •    Accessible and high activity areas

    •    Informal surveillance from nearby activities

    •    Visible from a distance and clear sightlines to entry doors

    •    Adjacent to busy pedestrian routes e.g. Linear Trails

    •    Each cubicle has own door to outside

    •    Accessible by a clear open path ideally to accessible car parking  bays


    When will the works occur?

    Each site needs to be accessed and investigations undertaken, approval permits sort and services located and extended before we can determine the start date for each site.

    Works will occur on site in line with Environmental Protection Agency guidelines between: 7.00am to 6.00pm on weekdays 7.00am to 1.00pm on Saturdays. Please note, works outside of these hours may be required.


    What design principles will Manningham follow whilst delivering this project?

    Manningham strongly considers existing users within the local community and will follow Universal Design Principles and Safer by Design Guidelines in each location and facility.

    The expected outcome is to provide safer, accessible public toilet facilities in parks, linear reserves and shopping centres as identified in the Public Toilet Plan 2021.

    What will the new facilities include?

    • Contemporary amenities including baby and child change facilities
    • Improved safety, accessibility and gender inclusive concepts
    • Number of cubicles suitable for regular demand, minimum of 1 accessible and 1 ambulant cubicle, gender neutral
    • Improved cleaning and sustainability
    • Changing Places high needs facilities at major destinations (Ruffey Lake Park, Warrandyte Township, Manningham Templestowe Leisure Centre) 



    When will construction commence?

    Works will commence in March 2022 and will be delivered as part of a 10 year program.   Site locations will be updated following consultation and once permits and approvals have been gained.

     

    Will there be any disruptions to the current facilities?

    Upgrades may affect day-to-day operations in existing facilities. Temporary portable units may be deployed to the project sites for the duration of the works (if an existing toilet will be unavailable). Project sites will be safely fenced off throughout the construction.

    What is the budget?

    Manningham’s budget for the 10 year program is approximately $4.5 million.

    The cost of each site is dependent on a range of factors including access to services (power, water sewerage), accessible car parking and paths, size of the facility and demolition costs.
