In response to community concerns around parking in the Bulleen area as a result of North East Link Project works, we’re seeking your input into how you would like us to support this area.

We are aware many of the construction workers on the North East Link Project (NELP) are using local streets in Bulleen to park their vehicles and this is impacting local residents and businesses.

Parking congestion in these areas is creating disruption, safety concerns, restricting street access for waste and emergency vehicles and is affecting liveability for residents in the area.

Since the start of the North East Link works in Manningham, we have been strongly advocating for the State Government to provide alternative parking arrangements for its employees and contractors, either within their compound or with satellite parking. To date no resolution has been provided.

Based on community concerns we are now exploring opportunities for new parking restrictions in this area to help alleviate the pressure for locals and are seeking your feedback on the options available.

We understand that any action will have an impact on local residents and businesses.

The area impacted by the current parking pressures and any proposed restrictions is outlined below.

Do you live on Rocklea Road, Ilma Court, Robb Close, St Andrews Crescent, Spear Court, Golden Way or the interconnecting streets?

At the Council meeting on 25 March, Council authorised to immediately begin the process to implement restrictions along Rocklea Road, Ilma Court, Robb Close, St Andrews Crescent, Spear Court and Golden Way.

We understand from petitions received that these streets are being highly impacted and we are moving to implement parking restrictions as soon as possible. We are now beginning this process the streets shown in pink on this area map.

    Thank you for taking part in our recent community consultation on the options to address parking issues in the Bulleen area, caused by the North East Link construction works.

    The results showed a strong preference for 2P Permit parking on both sides of the road for most of the area south of Manningham Road. This includes Rocklea Road, Ilma Court, Robb Close, St Andrews Crescent, Spear Court, Golden Way and the interconnecting streets.

    In response to your feedback, we will begin implementing temporary parking restrictions in these streets from May 2025.

    The parking restrictions will finish at the end of the North East Link construction works, currently anticipated for 2028.

    Survey results for the broader Bulleen area will be considered at the May Council Meeting. We’ll keep you informed of any updates following this.

    Another key outcome from the survey was a clear preference from the community that the North East Link Project should provide adequate parking for their workers elsewhere. We’re continuing our advocacy to the State Government for a solution to this problem that is impacting our local residents and businesses.

    Apply for your parking permit

    We encourage you to apply for your parking permits as soon as possible, as they may take up to three weeks to reach households. Given signage may be in place before the permits are able to be processed and delivered, a grace period will apply for residents.

    Other illegal parking will be enforced as usual.
