To address community concerns about construction workers parking in local streets during North East Link Project (NELP) works, we’re introducing temporary parking restrictions in Bulleen.

These restrictions aim to reduce the impact of Spark (NELP Tunnels contractor) construction workers parking in local streets, which is affecting safety, restricting access for emergency and waste vehicles, and affecting liveability for residents.

Community consultation outcomes

Thank you for taking part in our community consultation during April 2025, when we asked for your preferred options to address these parking issues.

The results showed a strong preference for 2P Permit parking on both sides of the road for most of the area south of Manningham Road.

In response to your feedback, we’re implementing parking restrictions in the streets marked in pink and blue below from June 2025.

We encourage residents in these streets to apply for parking permits as soon as possible, as they may take up to three weeks to reach households.

The parking restrictions will remain in place until the end of the North East Link construction works, currently anticipated for 2028.

We’ll continue to monitor parking activity and community concerns in the broader area north of Manningham Road to assess whether parking restrictions are required.

Another key outcome from our community survey was a clear preference from the community that NELP should provide adequate parking for their workers in dedicated Spark Parking areas. We’re continuing our advocacy to the State Government for a solution to this problem that is impacting our local residents and businesses.

Spark has confirmed a financial contribution towards the cost of implementing parking restrictions and will also reimburse residents for one additional permit upon request.

We will also continue to advocate for full reimbursement of all costs related to the introduction of these restrictions.

    The installation of new parking restrictions in the Bulleen area has been delayed due to unforeseen supply and logistical issues.

    Installation will now take place from early June and we expect all parking restrictions to be in place by late July.

    The results showed a strong preference for 2P Permit parking on both sides of the road for most of the area south of Manningham Road. This includes Rocklea Road, Ilma Court, Robb Close, St Andrews Crescent, Spear Court, Golden Way and the interconnecting streets.

    In response to your feedback, we will begin implementing temporary parking restrictions in these streets from May 2025.

    The parking restrictions will finish at the end of the North East Link construction works, currently anticipated for 2028.

    Survey results for the broader Bulleen area will be considered at the May Council Meeting. We’ll keep you informed of any updates following this.

    Apply for your parking permit

    We encourage you to apply for your parking permits as soon as possible, as they may take up to three weeks to reach households. Given signage may be in place before the permits are able to be processed and delivered, a grace period will apply for residents.

    Other illegal parking will be enforced as usual.
