What is the Parking Permit Policy and why is it being reviewed?

    The Parking Permit Policy applies to areas of Manningham where on-street parking restrictions apply and in trader parking areas within our commercial activity precincts.

    Manningham’s Parking Permit Policy guides the number of permits per property as well as permit costs, enforcement and implementation. 

    We are reviewing the Parking Permit Policy in response to increase demand for on-street car parking within Manningham and to ensure it continues to meet the needs of the local area and community.

    By reviewing the policy, we aim to:

    ·  respond to our growing community’s needs by providing appropriate on-street parking for local residents, businesses and their visitors

    ·  encourage developers to provide off-street parking in new developments

    ·  ensure an fair and equitable distribution of parking permits

    As part of the review, we’ve developed a draft policy and want to hear your feedback. 


    What are the different types of parking permits within the Parking Permit Policy?

    There are three classifications of parking permits within the Policy.

    ·  Residential Parking Permits 

    ·  Trader Parking Permits

    ·  General Parking Permit (Aquarena, Tradepersons and Carer Permits)

    We are reviewing the structure of each permit criteria and fees as required to ensure the policy is effectively and equitably managed. 

    What does the Parking Permit Policy review include?

    The Policy review seeks to review the existing controls and implementing a number of changes to more effectively manage the limited resource of on-street parking within Manningham’s residential streets.  The amended policy will also provide more direction to the community on their eligibility for a permit(s).

    What is the difference between the Parking Permit Policy and Parking Management Policy?

    The Parking Permit Policy provides guidance on the number of permits per property and businesses as well as permit cost, enforcement and implementation.

    The Parking Management Policy provides guidance on-street public parking requirements and restrictions, including at local shopping centres, around schools and community facilities, in residential streets and construction work zones. We completed a review of the Parking Management Policy in 2018.


    How does Council determine the number of permits issued to residents and businesses?

    Under the proposed Parking Permit Policy, existing developments of 10 or more dwellings and developments with five or more dwellings built after the adoption of the reviewed policy will no longer be issued residential parking permits upon expiry of existing permits.  This is to encourage developers to provide off-street parking to its residents.

    In considering an application for a Trader Permit, the availability of on-site parking within commercial properties will be considered. 

    Does Council manage permits in private car parks?

    No. There are a range of privately owned car parks and parking that is not on Council owned land in Manningham. Council does not manage parking in these areas and they are not covered by Manningham’s Parking Management Policy or Parking Permit Policy.

    Car parking areas that are in private ownership can include large shopping centres (e.g. Westfield Doncaster, The Pines), business car parking and parking on privately owned land.

    What is the timeline for the review?

    The draft Parking Permit Policy will be available for feedback and comment from Monday 21 January to 5.00pm, Monday 25 February.

    All submissions will be considered and any changes to the Policy will be made prior to final Council adoption in March 2019.

    A final Parking Permit Policy 2019 will be developed for Council adoption at the March Council Meeting.
