Works to improve the pedestrian and cycling paths, car parking and landscaping at Mullum Mullum Reserve are now complete.

The $1.5 million works to upgrade the reserve were completed as part of the first stage of implementation of the Mullum Mullum Reserve Management Plan and included:

• Upgrading the existing reserve car park

• Widening the Springvale Road and Reynolds Road entrances to the reserve

• Constructing a new roundabout that will also allow access to the future stadium

• New pedestrian paths throughout the reserve and along Springvale Road

• A new shared cycling and walking path to connect to the Mullum Mullum Trail

• Extensive landscaping within the reserve

• The construction of prototype stormwater treatment rain gardens in collaboration with Melbourne Water.

A range of utility services were also installed to service the future Mullum Mullum Stadium.

These management plan works have been implemented in advance of the stadium construction to reduce the impact to users of the reserve.

The management plan works have been funded by Council, with grants from Melbourne Water ($60,000) and the Victorian Taxi Directorate ($62,067), enabling the installation of stormwater treatment raingardens and two taxi drop off bays within the reserve

The next stage of the management plan implementation at the reserve is the installation of a new electrical substation in the coming weeks and new public lighting later this year.

Manningham Council is investing in an exciting multi-purpose community indoor sports facility over the next two years. This new state-of-the-art, five court facility will add significantly to the region’s capacity to support netball, basketball, volleyball, badminton, table tennis and a range of other sports.

"This $20 million dollar facility is a long term investment by Council in the health and sporting future of our community", explained Mayor Cr Paul McLeish.

The State Government has so far contributed $878,000. Council is actively seeking $2 million in grant funding from the Commonwealth.

Mayor McLeish said: "We have an outstanding project of regional significance in Mullum Mullum Stadium and we call on the Commonwealth Government to also show support by making a financial commitment to this premium sporting facility".

Tenders are now being invited for the construction of the Mullum Mullum Reserve Stadium.

The tender process is being run by Manningham Council and more information including tender documents are available for viewing at www.manningham.vic.gov.au/tenders

The documents include details of the facility, which is to include five timber sports courts, spread over two halls, separated by a double storey amenities block. The building is to be constructed from a combination of pre-cast concrete panels and composite architectural panels.

The facility includes a commercial cafe, administration spaces, large foyer, multi-purpose and meeting rooms, and tiered stadium style seating. In addition to the building, the project includes the construction of a car park, entrance forecourt and circulation roadways.

Manningham Council has welcomed the State Government’s announcement of $650,000 contribution toward the $20 million Mullum Mullum Reserve Stadium development.

The Major Community Sports Infrastructure Fund grant will assist Council in delivering a new facility which will cater for a range of sports including basketball, netball, badminton, table tennis and volleyball.

Manningham Mayor Cr Jennifer Yang and the Member for Eastern Metropolitan, Shaun Leane, braved torrential rain to visit the Mullum Mullum Reserve stadium site, where Mr Leane made the funding announcement.

Cr Yang said the State Government’s announcement is a great step forward in the development of this exciting new stadium.

“The State Government’s commitment demonstrates the importance of this significant project, which will address a current shortage of sports court space in Manningham.

“The stadium will be a great new facility for the Manningham community and will provide a boost for local sporting clubs,” she said.

The stadium development includes five new sports courts as well as a cafe, function rooms, administration facilities and a new car park.

It is anticipated that more than 200,000 participants will use this new facility each year.

In announcing the funding grant Mr Leane said, “Everyone loves their sport in Manningham and this fabulous project will mean participants of all abilities will be able to strut their stuff at a facility they can be proud of.”

It is anticipated that construction will commence on the stadium in August/September this year, with the stadium opening in mid 2018.

Works are on track to implement a number of actions identified in the Mullum Mullum Reserve Management Plan. The works so far have concentrated in the southern half of the Council reserve, including the start of construction of the new roundabout outside the tennis club and the new carpark between the tennis courts and bowling green. This has included bulk earthworks, the installation of underground stormwater drainage and electrical conduits to supply future public lighting, and the construction of retaining walls.

Over the coming weeks, concrete kerb and channel and asphalt pavement will be constructed at the roundabout and new carpark sites, the earth temporarily stored at the southern end of the reserve will be removed and works will shift focus to the widening of the Springvale Road entrance into the reserve.

Currently, the Springvale Road entrance to the reserve remains closed with traffic diversions and signage in place. The Reynolds Road entrance to the reserve remains open and restricted vehicle and pedestrian access arrangements are in place throughout the reserve carpark. Visitors to the reserve are reminded to follow any signage and detours that are in place and to be aware of increased vehicle movements at the reserve.

Subject to favourable weather conditions, it is anticipated that these works within the reserve will be completed during May 2016.

While a key recommendation of the management plan is the construction of the proposed five court multi-use stadium, it also identifies a range of other improvements within the reserve.

The management plan works that are currently underway include:

• Line marking of the lower car park
• Widening and upgrading the entrances at Springvale and Reynolds roads
• Minor road works, including the construction of a roundabout
• Construction of additional car spaces
• Installation of new, and upgrading existing, pedestrian paths, including an additional shared cycling and pedestrian path to connect with the Mullum Mullum Trail
• Landscaping works, including planting along the southern boundary and Springvale Road frontage
• Installation of prototype stormwater treatment rain gardens (a trial in collaboration with Melbourne Water)
• Upgrade of public lighting.

These management plan works are funded by Council and with grants from Melbourne Water and the Victorian Taxi Directorate.

The works have been designed to have as little impact as possible on visitors of the reserve.

These works are being undertaken ahead of the proposed construction of the stadium, and associated car park at the reserve later this year to reduce the impact on reserve users. During this construction there will still be minor impacts on access into and around the reserve and on the availability of car parking. Traffic management and signage will be put in place to inform reserve users of the changes.

These works will ensure that the reserve continues to provide opportunities for recreational use by the community.

Planning approval for the Mullum Mullum Reserve Stadium was issued in January 2016.

At its meeting on 24 November 2015, Council considered planning application PL15/025480 for buildings and works associated with the construction of the proposed five court indoor multi-use stadium at Mullum Mullum Reserve. Council resolved to issue a Notice of Decision advising that it intended to issue a permit for the project.

In response to the Notice of Decision, no applications for review were submitted to the Victorian Civil and Administrative Tribunal. Accordingly, a planning permit for the construction of the stadium was issued on 5 January 2016. It remains Council’s intention to commence the construction of the stadium and adjacent car park in August/September 2016.

Implementation of the Mullum Mullum Reserve Management Plan is progressing following the plan's adoption in September 2014.

A planning permit has been awarded to to carry out a range of works at Mullum Mullum Reserve, including:

• Upgrade of public lighting.

Timing

The works will commence in July 2015 and are estimated to take three months to complete.

During this time there will be impacts on access into and around the reserve, and car parking. Traffic management and signage will be put in place to inform reserve users of the changes.

Stadium Update

A key feature of the Mullum Mullum Reserve Management Plan is to build a multi-use stadium, which will include five multi-use sports courts and seating for up to 500 spectators to cater for a range of sports such as basketball, netball, badminton and volleyball.

Plans for the proposed stadium are progressing with a separate planning permit application to be submitted in the coming months.

Following the recent public consultation and information session, Council endorsed the draft Mullum Mullum Reserve Management Plan at the 30 September meeting. For more information please refer to the 30 September 2014 Council Minutes.

The plan incorporates a five court multiuse highball facility to accommodate a range of sports such as basketball, netball, badminton and volleyball. The Plan, along with the 14 recommended changes has been endorsed with unanimous agreement by all nine councillors. A total of 45 community submissions were received during this stage of the process.
