What is a Municipal Public Health and Wellbeing Plan?

A Municipal Public Health and Wellbeing plan (MPHWP) is a council document that tells the community what the council will do to support people in the community be healthier and live longer. It is a four year plan.

We are required to develop the MPHWP as per state law and it’s really important to us and our community as it describes what we do together to:

    • Address key health issues such as physical activity, climate change and community connections; and
    • Create opportunities to develop a healthy environment to enable the Manningham community to be safe and stay well.

This planning guides the programs, services and information that Council produces, and informs our day-to-day work.

What is the Health and Wellbeing Strategy?

The draft Health and Wellbeing Strategy 2021-2025 is our MPHP and expands on the Council Plan 2021-2025, by focusing on improving the health outcomes of the community.

Here are the changes we want to see by 2025:

A healthy, safe and resilient community

Being healthy, safe and resilient gives people their best chance to live good lives. Manningham is known for being one of the healthiest cities in Victoria. Despite this, there are still areas for improvement, including:

    • Improved social and emotional wellbeing
    • Increased healthy eating
    • Increased active lifestyle
    • Increase adaptation to the health impacts from climate change
    • Reduced injury and harm
    • Prevention of all forms of family violence

    A connected and inclusive community

To create a connected and inclusive community, it is important that people feel welcomed, valued and that they belong. To thrive, a connected and inclusive community requires the participation, equal opportunity and empowerment of all communities regardless of their age, gender, ability, cultural background or religion, so the strategy will focus on:

    • Increased connection and engagement in community life

Who have we considered when developing this strategy?

To ensure the best community health outcomes, the data has been analysed through the following lenses:

    • Ages and stages – looking at significant periods of human development across the lifespan including infants, children, young people, older adults and how these may impact on health and wellbeing outcomes in terms of physical, social, mental and intellectual development.
    • Community groups– identifying and responding to the unique needs and priorities of groups including: people of diverse backgrounds, LGBTQIA+, First nations, people with disabilities and age.
    • Gender – analysing the data to determine how gender and intersectionality, which are attributes other than gender such as age, disability or sexual orientation, may be impacted by a range of health issues.

Have you considered the impact of COVID-19?

Council acknowledges the ongoing impact of COVID-19 on the health and wellbeing of the community. The Health and Wellbeing Strategy has been developed with this in mind, and this will also be taken into account as part of the development of the two year action plan across the four years, which will be reviewed annually.
