What stage is this project currently up to?

    Implementation of the Domeney Reserve Management Plan has now commenced. The key priority is to finalise the concept plan and detailed design of the Domeney Recreation Centre in consultation with the key user groups. It is anticipated that the designs will be finalised and the tender for construction will be undertaken in early 2018. Capital Works budget allocation to undertake this building upgrade is for 2017/18 and 2018/19. 


    When was the Management Plan endorsed by Council?

    Council considered the Draft Domeney Reserve Management Plan at its Council meeting on Tuesday 31 October. At that meeting it was resolved that Council:

    A. Notes the submissions received in relation to the draft Domeney Reserve Management Plan.

    B. Endorses as final the draft Domeney Reserve Management Plan 2017-2027 with changes shown in Attachment 3.

    C. Commences implementation of the Domeney Reserve Management Plan.

    D. Prioritises the finalisation of the Domeney Recreation Centre concept plan and detailed design, in consultation with the tenants, with the aim to go to tender in early 2018 in line with the Capital Works budget allocation in 2017/18 and 2018/19.

    E. Requests that officers investigate and prepare a report to Council in early 2018 on future options for the Domeney Recreation Centre.

    What improvements will be made to Domeney Reserve?

    The Domeney Reserve Management Plan has identified a range of improvements to be undertaken over the next ten years. A summary of actions from the Management Plan include:

    • An upgrade of Domeney Recreation Centre including the sporting change rooms, amenities and social space, kiosk and shared kitchen
    • Installing an air lock in the community halls for hire to reduce noise
    • An upgrade to the sports field
    • Additional car parking and car park lighting
    • Additional seating around the reserve
    • Upgrade to perimeter fencing of the sports field
    • An upgrade to the playground.

    What improvements will be undertaken at Domeney Recreation Centre?

    The Management Plan has prioritised a range of upgrades to the Domeney Recreation Centre as outlined on the concept plan (D17/109729).

    The actions relate specifically to redeveloping the sports pavilion, shared kitchen, installing an air lock in the corridor to reduce noise and disruptive movement, improving heating and cooling across the building and ensuring that the building is accessible.     These improvements will be undertaken in consultation with the key user groups. 

    What improvements will be undertaken to the car park and car park lighting?

    The Management Plan has also identified a range of improvements to address car parking and car park lighting as a high priority. These actions include:

    • Provide an additional 10 car spaces within the Reserve and investigate improvements to the drop-off area in front of the building to improve capacity
    • Install an additional four light poles at the eastern end of the car park to improve lighting and safety
    • Investigate opportunities to develop a shared use agreement with St Anne’s Primary School for shared use of the school car park outside school hours
    • Pending action 3.2.3, install two lights to illuminate access between the Recreation Centre and St Anne’s Primary School
    • Continue to advocate for improved bus services in Park Orchards 
    • Support the construction of off-road shared path along Knees Road as identified in Manningham Bicycle Strategy 2013

    What has been considered as part of the draft Domeney Reserve Management Plan?

    The development of the draft Domeney Reserve Management Plan has included a review of the existing 2003 Management Plan, the feedback received from community consultation and any other information gathered during the initial phase of the project.

    It has also considered:

    • A proposed refurbishment of the Domeney Recreation Centre, particularly the sports pavilion
    • Existing and future usage of Domeney Recreation Centre halls for hire by tenants and hirers
    • Traffic management and car parking
    • Pedestrian and cycling access

    What is Domeney Recreation Centre?

    Domeney Recreation Centre is located within Domeney Reserve and is the large community building, situated to the west of the oval. This centre includes:

    • Rooms leased by the Park Orchards Community House and Learning Centre
    • Community rooms for hire
    • A sports pavilion, which is accessed from the rear of the recreation centre.


    What is a Management Plan?

    Manningham Council uses management plans to provide direction for the future use, development and management of parks and reserves within Manningham.

    A management plan generally includes recommendations and actions to guide the future use of the reserve.


    Which groups use the reserve?

    There is a range of groups and organisations that currently use the facilities at Domeney Reserve, either through a tenancy or hire agreement with Council.  Some of the main groups include:

    • Park Orchards and North Ringwood Parish Junior Football Club (Sharks)
    • Park Orchards Senior Football Club (Sharks)
    • Park Orchards Cricket Club
    • Park Orchards Community House and Learning Centre
    • Parkwood Dance Academy

    What about the 100 Acres Reserve Management Plan?

    The 100 Acres Reserve Management Plan was endorsed by Council in 2010. Manningham Council is in the process of implementing its remaining actions over the coming months.

    Works will be undertaken between now and July 2016 and will include:

    • Upgrading of the toilets (near the main entrance to 100 Acres)
    • Installing wayfinding and interpretation signage
    • Path upgrades and fencing Changes to dog controls in the north west part of 100 Acres
