Traffic safety on Arundel Road (West)
We want to update you on the outcome of our Council meeting held on Tuesday, 28 September 2021. Manningham Council resolved:
'That Council defer consideration of this item until the 23 November 2021 Council meeting to permit further investigation regarding a potential partial road closure and other safety measures on Arundel Road (west), Park Orchards.’
Listening to the differing views across the community, the decision to defer was made in order for us to receive more detailed feedback.
We have provided some background information and responded to many of the concerns raised in the previous submissions in our Frequently Asked Questions (FAQs) and facts.
In particular, the most raised concern was about emergency services vehicles accessing Arundel Road. We can confirm that emergency services vehicles will be able to access Arundel Road, even with a road closure.
Today, we want to ask you for information on how you use Arundel Road and what function and characteristics are important to you. We also want to hear your feedback on how safe you feel using the road and to help us understand what safety measures we may need to put in place.

We want to update you on the outcome of our Council meeting held on Tuesday, 23 November 2021, about the road treatment options and safety measures at the western section of Arundel Road. Manningham Council resolved in part to approve, ‘a partial road closure of Arundel Road west of the Knees Road intersection, (allowing emergency, truck and cycling access only), to address traffic safety concerns raised by the community’.
The partial closure of Arundel Road (west) at Knees Road intersection will provide a safe environment for pedestrians and cyclists to share the road with local traffic. Traffic movement is not expected to be adversely impacted in the area. The road closure will allow for emergency vehicles, waste collection vehicles and trucks to continue using the road.
We expect to install a temporary road closure on Arundel Road (west) at the Knees Road intersection soon and construction of the permanent closure is expected in the next few months.
We fully appreciate the time and effort everyone took to provide feedback on the matter and thank you once again for your participation.

Arundel Road (west), between Park and Knees Roads, is classified as a local access road.
Arundel Road was formally constructed in 1990s as part of a Special Charge Scheme which the then residents paid for. Extensive traffic management devices, including two chicanes, two road humps and a road narrowing, were installed along this section of road to discourage through traffic.
Arundel Road is a sealed road approximately 425m long, 4.8m wide and provides access to 23 properties. The road is also a convenient route for pedestrians walking to Park Orchards Primary School, St Anne’s Primary School, Domeney Reserve and the 100 Acres Reserve.
There has been no recorded accidents in this section of Arundel Road for the past five years. However, an accident involving a young cyclist and car occurred in April this year.
A traffic survey conducted in March 2021 indicated that it had a daily midblock traffic volume of 210 vehicles per day and an 85th percentile speed of 42km/h. The survey also revealed that the road has an average peak flow of 42 and 40 vehicles per hour during the AM and PM school peaks respectively. It is estimated that around 100 vehicles per day use Arundel Road as a through road.
Recognising the pedestrian volume and conflict with traffic on Arundel Road (west), Council has listed Arundel Road in its Footpath Program.
Council has obtained ‘in-principle’ approval from the Department of Transport for a 40km/h speed limit along Arundel Road.
Council is upgrading the capacity of the Knees Road/Park Road intersection by introducing separate left and right turn lanes at the north approach. This will reduce delays and queuing for left turning vehicles.
Arundel Road generally means the section of Arundel Road (west) between Park Road and Knees Road
Act means the Local Government Act
Local Access Road is a road that predominantly provides residential access where speed and volumes are low and pedestrian and cycling movements are encouraged. Under the Manningham Planning Scheme, Arundel Road has a target volume and speed of 300 – 1,000 vehicles per day and 15km/h respectively.
85th percentile speed calculates the speed at which 85% of the vehicles travel at or below.
Partial road closure involves the implementation of physical measures to deter through traffic. It will provide access to pedestrians, cyclists, emergency and waste collection vehicles only.
