We're developing requirements to guide good design for our activity centres.

Our activity centres are important places where we shop, work, access services, socialise and live.

With the population expected to increase to more than 140,000 people in the next 12 years, activity centres will play an integral role in accommodating urban growth and development in Manningham.

Our Activity Centre Design Guidelines will help us grow and develop our neighbourhood activity centres to meet the needs of our community.

They will be used to assess planning permit applications in activity centres as part of the Manningham Planning Scheme, across the following nine activity centres:

  • Bulleen Plaza
  • Donburn
  • Doncaster East Village (Devon Plaza)
  • Jackson Court
  • Macedon Square/ Plaza
  • Park Orchards
  • Templestowe Village
  • Tunstall Square
  • Warrandyte Goldfields

Your feedback will help inform the development of the draft Activity Centre Design Guidelines, which will provide direction for growth and development in our neighbourhood activity centres.

The draft guidelines will be exhibited for community feedback in 2025. Further details will be provided about this consultation closer to the date.

State Government's Plan for Victoria

We’re preparing a submission to the State Government’s Plan for Victoria, which will also address its proposed new housing targets.


It proposes a draft target of 39,000 new dwellings in Manningham by 2051, representing a 76 per cent increase in dwellings over the next 26 years or around 1,500 dwellings per year. This is a significant increase in growth projections for Manningham.


Over many years, we have accepted growth, planned for growth and managed growth in a balanced and incremental way – in close consultation with our local community. We also recognise the need for upgrades to infrastructure, services and facilities to support the needs of our growing population.


The increased growth projections, and absence of detailed information provided, are a concern for Council. However, we welcome the opportunity to engage with the State Government to ensure positive outcomes for the future of housing in Manningham.


We will keep community informed throughout the engagement process with the State Government.
