We propose installing a new public toilet along the Mullum Mullum Trail.

The new facility would include:

  • One standard cubicle
  • One accessible cubicle
  • Baby and child change facilities
  • A rainwater tank for a natural water supply
  • External and internal powered lighting
  • Skylights for natural lighting
  • A concrete path to connect the toilet to the trail.

Where is it?

The proposed location is near the car park at the intersection of Conos Court and Park Road, Donvale.

This location provides easy access for service connections and maintenance and avoids the sewer pipe on the eastern side of the trail.

An extensive investigation determined this as the only suitable site on Council-owned land in the area.


Why is it needed?

Currently, without a public toilet in this area, visitors are limited in where they can go and how long they can stay.

A safe, well maintained, and environmentally friendly toilet would significantly improve the experience for people using the Mullum Mullum Trail.

This project is part of our Public Toilet Plan 2021.

When will the works happen?

This project is part of our 2024/25 Capital Works Program.

    Thank you to everyone who participated in our recent consultation.

    We received 75 responses from local residents and trail users, with more than 70 per cent strongly supporting the new toilet proposal.

    Many respondents emphasised the importance of accessible facilities to support participation in outdoor activities – particularly for older adults, young families and people with diverse needs.

    The remaining survey responses (30 per cent) provided valuable insights into local residents’ concerns. These included safety and anti-social behaviour, parking impacts and the aesthetics of the new toilet.

    To address these concerns, we will implement the following measures:


    Safety and anti-social behaviour

    The toilet will be well-lit to improve safety and deter anti-social behaviour. Additional lighting in the car park will also be explored for further safety enhancements.

    To prevent loitering after dark, the toilet will typically be open from 6.00am to 9.00pm, with the option to restrict access to daylight hours as needed.


    Cleaning and hygiene

    The facility will be cleaned and maintained regularly to ensure high hygiene standards.


    Parking management

    While there are no plans to expand the car park, we will improve signage and monitor parking to minimise any potential disruptions to residents.


    Toilet location

    We undertook an extensive search for a suitable site along the Mullum Mullum Trail. The proposed location was determined to be the only viable option for several reasons, including:

    • sufficient space
    • access to essential services
    • adequate parking for users and maintenance vehicles.

    This location also benefits from passive surveillance due to nearby residents and passing traffic. In an area of secluded bushland, the site is visible and easily accessible to trail users. Additionally, it provides a mid-point facility between the existing toilets at Mullum Mullum Stadium and Schwerkolt Cottage.


    Next steps

    Given the strong public support, we will install the toilet with the above measures in place to address community concerns.

    This project will enhance accessibility and enjoyment of the Mullum Mullum Trail. Public toilets along popular walking and cycling trails are essential for improving outdoor accessibility, particularly for families, older residents and those with diverse needs. This facility will support physical activity and contribute to a healthier and more connected community.

    We’re proposing to install a new public toilet along the Mullum Mullum Trail, near the park at 16 Conos Court in Donvale.

    This location was carefully chosen for its accessibility, ease of maintenance, and minimal environmental impact, avoiding the sewer pipe on the eastern side of the trail.

    Why it’s needed

    Public toilets make trails more accessible and allow more people to use them – for longer.

    Whether you’re a walker, runner, cyclist, or family with young children, this new facility would provide a much-needed convenience for trail users.

    What’s included?

    • A standard and accessible toilet to cater to all users
    • Baby and child change facilities for family-friendly use
    • Natural and powered lighting, inside and out
    • A water tank for environmentally friendly natural water supply.

    The facility would be well maintained, cleaned daily and open between 6.00am and 10.00pm.
