- Parking Management Policy guides the implementation of on-street public parking restrictions. This includes parking at your local shops, around schools and community facilities, in residential streets, around reserves and construction work zones.
- Parking Permit Policy applies to areas where permit parking restrictions apply and guides the number of permits available to property owners, guides enforcement, administration and provides permit costs.

What is public on-street parking?
On-street parking refers to public parking along the side of streets, near local businesses and in some activity centres, such as your local shops. It does not refer to privately owned car parks or larger private shopping centres such as Westfield Doncaster or The Pines.

The management of on street public parking, through restrictions and other parking requirements, aims to ensure safe and accessible car parking for all road users.
We know there is an increasing demand for on-street parking. Managing on-street parking through restrictions aims to ensure appropriate parking is available for the local area. This allows access to services and facilities, schools, public transport and more.
What is the purpose of the Parking Management Policy?
The draft Parking Management Policy guides decisions about the management of public parking in Manningham. It aims to ensure a consistent, fair and balanced approach to the management of public car parking.

Why is the Parking Management Policy being reviewed?
We review the Parking Management Policy once every 4 years to ensure it appropriately considers changing parking trends, reflects best parking management practice and continues to meet the needs of the local area and community.
How has the draft Parking Management Policy been developed?
The draft Parking Management Policy 2018 has been developed following community consultation and a review of our Parking Management Policy 2014.

Following a review of the 2014 policy and community feedback, the draft Parking Management Policy 2018 proposes changes to the way on-street parking is managed in Manningham.

Why are parking restrictions implemented?
Parking restrictions can assist in easing traffic congestion, improving safety and supporting traffic flow along streets. Parking restrictions are considered when there are a range of competing demands in an area, to optimise the use of available parking and ensure that there is appropriate access.
Restrictions can be set for specific locations by days of the week and/or times of day, depending on the location.
How are permit zones introduced and managed?
The introduction of permit zones is considered when there are competing demands from various groups and there is a need to provide preferential parking for a specific group, such as traders or residents.
Permits provide parking rights for permit holders, as set out on relevant parking restriction signage.
Our Parking Permit Policy 2017 guides the administration of parking permits and sets out individual rights to obtain permits and applicable fees. The permits must be displayed when parking in relevant zones and are enforceable.
Does Council manage restrictions in private car parks?
In most cases, no. In Manningham there are a number of privately owned car parks. As these are not on Council owned land, we do not manage parking restrictions in these areas and they are not covered by Manningham’s Parking Management Policy.
Car parking areas that are in private ownership can include large shopping centres (e.g. Westfield Doncaster, The Pines), business car parking and other privately owned land.
In some areas there are agreements in place between Council and landowners for Council to manage and enforce parking controls on private property.
