As you may know, we are running a follow up evening session for anyone who wants to further reconnect around the upgrade and work towards an agreement on a way forward. We hope you are able to join us.

Reconnect Meeting #2

Everyone is welcome to come along to the Reconnect Meeting #2, including those who didn’t get a chance to attend the first reconnect session.

The aims of the session are:

· to reconnect and check in on what we have heard already

· to hear any further community concerns, questions and thoughts for the upgrade

· to respond to questions raised

· and to seek agreement on the way forward.


Please note: There has been no progression of the concept plan and there have been no third-party contractors engaged to construct the earlier development works. In addition, there will be no plans shown on the night nor any decisions to be made about the upgrade plans. The intention is to plan a pathway forward for future discussions.


We will send you a summary of information that was discussed in Meeting 1 and answers to questions raised early next week. Following Meeting #2 we will send a further update to everyone who has participated in these sessions.

We acknowledge this time of day may not work for everyone, and will bear that in mind for future meetings.

Background

We have been engaging with our local community about a concept plan for Macedon Square over many years.

We’ve listened to your feedback and are open to revisiting elements of the previous concept plan. We want to ensure it achieves a balanced outcome for all Macedon Square users.

To make sure we provide a fair and transparent process for feedback, we have engaged an external third party to facilitate a series of meetings with the community.

Our goal is to ensure that the traders and community have a say in the upgrade and that we can collectively find a way to improve safety and amenity of the area.

We held Meeting #1 on Wednesday 14 September 2022, 6:00pm-9:00pm

The purpose of this meeting was to reconnect and ensure all the community issues are understood.

Meeting #2 is now on Thursday 6 October 2022, 6:00pm-9:00pm

The purpose is to continue meeting #1 and discuss the steps going forward

Previous Concept Design - now being revisited

As a result of the initial feedback from 2020 and 2021, Council created a concept design for the Macedon Square safety and streetscape upgrade in November 2021.

Please note these plans are being set aside and we will revisit them after we have consulted further. We are prepared to change this plan with community input.

The concept includes a range of features that you told us were important to you and your centre.

These include:

  • Permanent safety treatment within the centre.
  • Further investigation of other suggestions such as locations for new trolley bays, electric vehicle charging station, car share spaces and smart waste bins.
  • Design elements and street furniture that best suits the needs of existing traders in appropriate locations throughout the centre.
  • An opportunity to hear from traders regarding how to best manage and mitigate construction impacts and timing.

    The adopted concept plan incorporates your concerns around parking, safety, accessibility and other design features.


    The safety and streetscape update will deliver:

    ✔️ No net loss of parking spaces from what is currently available (132 spaces).

    ✔️ Refine Road widths along Macedon Road to improve safety for pedestrians.

    ✔️ Provision of a new gathering space for community to connect and thrive.

    ✔️ New loading bays along Macedon Road.

    ✔️ Provision of a new roundabout at the intersection of The Mall and Rosa Street.

    ✔️ New and relocated pedestrian crossings to improve pedestrian connectivity and assist to reduce vehicle speeds and congestion.

    ✔️ Repositioned accessible parking bays.

    ✔️ Increased footpath widths for outdoor dining and trading areas.

    ✔️ Safety barrier treatments for improved pedestrian safety.

    ✔️ Improvements to the western laneway for large truck loading and access.

    We asked

    Over the past 12 months, we have surveyed traders, shop owners and community members, met with stakeholders and hosted drop-in sessions to ask for your feedback on the concept designs for the Macedon Square streetscape upgrade. The feedback we received was robust and we thank everyone for their contributions.

    You said

    When asked what improvements you wanted in see in the concept design, four key areas were noted which included

    • Parking.
    • Safety.
    • Accessibility.
    • Other design features.

    We did

    Officers have taken this feedback and created a revised concept design, which was recently endorsed by Council at its meeting on Tuesday 28 September. The revised concept design incorporates features such as:

    • No reduction of parking spaces from what is currently available (132 spaces)
    • Increased road widths along Macedon Road to allow vehicles to pass a stationary vehicle
    • New loading bays along Macedon Road
    • Provision of a new roundabout at the intersection of The Mall and Rosa Street
    • Relocated pedestrian crossings to improve pedestrian connectivity and assist to reduce vehicle speeds and congestion.
    • Repositioned accessible parking bays
    • Increased footpath widths for outdoor trading areas and safety barrier treatments for improved pedestrian safety.
    • Improvements to the western laneway for large truck loading and access

    Next steps

    Council will now progress with the detail design phase of the project. This will include further community engagement on aspects around specific details such as location of trolley bays, public seating, bins and other elements. This is expect to occur from mid to late 2022.

    Construction is anticipated to commence in early 2023.
