Manningham City Council intends to make the proposed Manningham City Council Meeting Procedure Local Law 2017 (“proposed Local Law”) in accordance with Section 119 of the Local Government Act 1989 (the Act).

The purpose of the proposed Local Law is to:

  • revoke the Meeting Procedure Law 2015
  • regulate and control the election of Mayor, Deputy Mayor and Council representatives on external bodies
  • regulate the use of the common seal
  • prohibit unauthorised use of the common seal or any device resembling the common seal
  • regulate proceedings and provide for the orderly and fair conduct of Council Meetings
  • provide for penalties for non observance of the provisions of the Law

A Community Impact Statement has been prepared to assist members of the community who may wish to make a submission to Council. A table of changes is also available which identifies the changes that have been made from the previous Local Law.

How to make a submission:

Submissions must be in writing and can be made:

  • On-line by clicking on the "Complete form" button under the "Make a submission" tab below
  • In writing and mailed to the Chief Executive Officer, Manningham City Council, PO Box 1 Doncaster VIC 3108
  • Hand delivered to Civic Offices 699 Doncaster Road, Doncaster or
  • emailed to manningham@manningham.vic.gov.au

All submissions must be received by 5 pm Monday 4 December, 2017 and will be considered in accordance with Section 223 of the Act.

A person may request that they be heard in support of their submission, and is entitled to appear in person or by a person acting on their behalf, before Council at its meeting at 7 pm, Tuesday 12 December 2017, Civic Centre, 699 Doncaster Road, Doncaster.

Submissions made under Section 223 of the Act are not confidential and

  • Will be incorporated in full into the agenda and minutes of the Council meeting on Tuesday 12 December 2017
  • Will be available on Council’s website as part of any relevant Council or Committee agenda and minutes
  • Must be made available for public inspection in accordance with the provisions of the Act
