Consultation has concluded

Detailed design plans for Stage 1 of the reconstruction of King Street between Blackburn Road and Wyena Way are now complete. The purpose of the reconstruction works associated with Stage 1 is to bring the road in line with modern day standards and improve the safety and amenity of the area.

The works will involve:

  • Construction of kerbing
  • Provision of two 3.5 metre lanes
  • Lane widening at selected intersections and line marking
  • A 3.0 metre wide shared path on the northern side of King Street
  • Underground drainage
  • Vehicle crossings
  • Parking bays at requested locations
  • Street trees and landscaping of nature strips.

The transfer of responsibility for King Street to Council from VicRoads has now been completed.

Special Charge

On 30 August 2016, Council resolved to give notice of its Intention to Declare a Special Charge Scheme, for the reconstruction of King Street Stage 1, between Blackburn Road and Wyena Way and to give public notice of its intention to declare a special charge.

Council funds the majority of costs associated with the upgrade of link roads such as King Street... Under the provisions of Council’s policy relating to special charges, community contributions are required to assist with the funding of construction of assets which provide a special benefit to property owners such as landscaping, street trees, parking bays, individual vehicle crossings that have not previously been formally constructed and footpaths that are not part of the Principal Pedestrian Network (PPN).

The total cost of the stage 1 works is estimated at $2,260,281.72 of which $81,815.11 (3.62 per cent of the total cost) is proposed to be recovered from the owners of thirty three properties by means of a special charge scheme. This represents a generous policy position when compared with other Councils.

  • A copy of the scheme apportionment spreadsheet used to determine contributions proposed to be charged against individual properties.
