Approval of Planning Scheme Amendment C127mann and Planning Permit Application PLN20/0303

On 30 August 2022, the Amendment and Planning Permit Application were approved under delegated authority by the Minister for Planning. The Amendment was gazetted in the Government Gazette on 8 September 2022, and the Planning Permit Application is to be issued by Council within seven days from the gazettal date of the Amendment, in accordance with the Minister’s approval.

Council meeting resolution - 22 February 2022

At its meeting of 22 February 2022, Council considered the Panel’s report and resolved to adopt Planning Scheme Amendment C127mann and request the Minister for Planning approve Planning Application PLN20/0303 generally in accordance with the findings and recommendations of the Panel’s report.

Council Meeting 24 August 2021

At its meeting of 24 August 2021, Council considered the submissions that were received during the exhibition period of the Amendment, Planning Permit Application and draft Section 173 Agreement. You can access the minutes of the meeting here.

Council resolved to request the appointment of an independent Panel to consider the submissions. This request was made to Planning Panels Victoria on 31 August 2021.

The amendment has been requested and planning permit application has been made by Hollerich Town Planning Pty Ltd (the proponent) on behalf of the landowner, The Properties Corporation of the Churches of Christ

Council has received a request from The Properties Corporation of the Churches of Christ for a proposed an amendment to the Manningham Planning Scheme and the concurrent approval of a planning permit application to facilitate the following future development of the site:

  • The partial demolition of the existing heritage listed church, the construction of a 17-storey mixed-use development comprising 177 dwellings, a place of assembly, child care centre, two food and drink premises, offices, a reduction in the standard car parking requirements and alter the access arrangements to a road in a Road Zone, Category 1.

Planning Scheme Amendment C127mann

Applies to the properties at 674 – 680 Doncaster Road and 2 Short Street, Doncaster.

Schedule 1 of the Activity Centre Zone is proposed to be amended. The amendment seeks to realign the boundary of sub-precinct 2C to include the land at 674 – 680 Doncaster Road and 2 Short Street within this sub-precinct. This land is currently located within sub-precinct 2B.

In approved, the effect of the Amendment would be to:

  • Allow for an increase in the mandatory maximum building height from 29 metres (sub-precinct 2B) to 40 metres (sub-precinct 2C);
  • Allow for an increase in the mandatory maximum design element height from 5.8 metres above maximum height (sub-precinct 2B) to 8.0 metres above maximum height (sub-precinct 2C); and
  • Increase the setbacks from the front tower edge from the front boundary (Doncaster Road) from 9 metres (sub-precinct 2B) to 11 metres (sub-precinct 2C).

Applies to the properties at 674 – 680 Doncaster Road, 2 Short Street, and 14, 14A, 16 & 18 Hepburn Road, Doncaster.

If approved, the Planning Permit Application would permit the:

  • Development of the site to partially demolish the existing heritage listed church, use and develop a 17-storey mixed-use development comprising 177 dwellings, a place of assembly, child care centre, two food and drinks premises, offices, a reduction in the standard car parking requirements and alter the access arrangements to a road in a Road Zone, Category 1.

Ten of the dwellings in the development are proposed for affordable housing.

The Amendment is required to enable the development, at the height proposed to proceed.

Draft Section 173 Agreement – Provision of Ten Affordable Housing Dwellings

Applies to the development proposed under PLN20/0303.

The draft Agreement has been voluntarily entered into between Council and The Properties Corporation of the Churches of Christ.

If Planning Permit Application PLN20/0303 is approved, the Agreement will secure the provision of ten affordable housing dwellings within the development to meet the residential needs of people living in Manningham.
