UPDATE: Amendment GC42 to the Manningham Planning Scheme came into operation on 31 August 2017.

The Amendment introduces an Environmentally Sustainable Development local planning policy into both Manningham and Darebin planning schemes on an interim basis until 30 June 2019.

Manningham Council is proposed introducing a new Environmentally Sustainable Development (ESD) Policy into the Manningham Planning Scheme in December 2015 to establish new sustainability requirements for developments with three or more dwellings, or non-residential developments with a gross floor area over 500sqm. This policy is proposed as Amendment GC42.

The policy sets out application requirements for ‘medium’ and ‘large’ planning applications and will ensure that developments achieve best practice in environmental sustainability, from the design stage through to construction and operation.

Manningham City Council and Darebin City Council jointly prepared Amendment GC42 to the Manningham Planning Scheme and Darebin Planning Scheme.

Manningham and Darebin City Councils make up the second round group of metropolitan Councils to introduce ESD Policy provisions into their planning schemes. More information on the first round group of councils, can be found in the FAQ section on this page.

Amendment GC42:

  • Affects all land within the City of Manningham (except for land affected by the Activity Centre Zone (Schedule 1) that applies to Doncaster Hill)
  • Affects all land within the City of Darebin.

The Amendment introduces an Environmentally Sustainable Development (ESD) Policy at Clause 22.12 of the Manningham Planning Scheme and the Darebin Planning Scheme.

The introduction of an ESD Policy will address a gap in the local planning policy framework to ensure that environmental performance is considered in the assessment of development proposals.

The policy will assist in providing certainty to applicants on application requirements for medium to large scale developments in relation to environmental sustainability and is aimed at achieving best practice for sustainable development.

Manningham Council resolved to prepare an ESD Local Planning Policy at its meeting on 15 December 2015. Details of the Council meeting minutes are available to on the Manningham City Council website.

This amendment was exhibited in February/March 2016.

Amendment GC42 was considered at a Panel Hearing on 6 June 2016. The Independent Panel Report has been submitted to Council and is available for viewing.
