What land is affected by Amendment C111?

    The amendment affects the front portion of the Council owned land at 383-395 Manningham Road in Doncaster, also known as Lot 1 on LP 219314W on Certificate of Title Volume 10059 Folio 460. See location aerial photo in gallery.

    The front portion of the Council owned land is currently vacant. The rear portion of the site is the Manningham Centre Association’s (MCA) Melaleuca Lodge, a low care aged care hostel that is set back an estimated 65 metres from the front boundary.


    What will Amendment C111 do?

    Through Amendment C111, Council is seeking to rezone the front portion of the land at 383-395 Manningham Road in Doncaster (known as the subject land).

    The amendment proposes to:

    • Rezone the land from a Public Use Zone – Health and Community (PUZ3) to the Residential Growth Zone – Schedule 2 (RGZ2)
    • Apply the Design and Development Overlay (DDO8-1 Main Road Sub-Precinct) to the land.

    The Residential Growth Zone (RGZ2) and the Design and Development Overlay – Schedule (DDO8-1) Main Road Sub-Precinct presently apply to the residential properties that front Manningham Road to the east and west of the Council owned land, and on the opposite side of the road as shown on the map in the photo gallery. The proposed rezoning and overlay will therefore be the same as the zoning and overlays of the nearby properties fronting Manningham Road.

    This amendment was considered at a Council meeting on 23 June 2015. At this meeting, Council also identified its intention to facilitate the sale of the front portion of the site for residential purposes through an Expression of Interest (EOI) process.

    Council’s residential planning policies encourage medium density residential development (e.g. apartment development) on larger sized lots that front certain main roads and in areas that are close to activity centres and public transport, such as the location of the subject land. It may be reasonably expected that the subject land (the land intended to be sold through an EOI process) would be redeveloped with a form of apartment development.

    Any application to redevelop the site for apartment development would be subject to a separate planning permit application process. Affected owners and occupiers would receive notification of any future planning permit application for the subject land.

    • At the Doncaster, The Pines, Bulleen and Warrandyte branch libraries


    How can I have my say?

    Any person who may be affected by the amendment or planning permit application may make a submission. All submissions must be in writing and can be made:

    Submissions must be received by Friday 20 May 2016.
