- Stage 1 involve the development of the long term Ultimate Bicycle Network which will outline the bicycle routes that are to be implemented over a 20 year period. Through this public exhibition process, community comment is invited to assist Council to finalise the draft ultimate bicycle network plan.
- Stage 2 of the process involves the development of an action plan which will provide costing and prioritisation of the proposed bicycle routes for construction over a 3-5 year period. It is proposed to review the action plan on a yearly basis. The costing and route prioritisation will be undertaken once community feedback on the draft network (Stage 1) has been received, reviewed and Council has adopted the Ultimate Bicycle Network Plan.
Will a bicycle route be provided along my street?
If a bicycle route is proposed along your street it will be shown on the draft Ultimate Bicycle Network plan. Refer to the network plan and the Route Assessment Table for the proposed bicycle route locations and information relating to its proposed status as on road or an off road shared path.
Why do we need a new Bicycle Strategy?
The current bicycle strategy has not been reviewed for a number of years. A significant proportion of the works identified in the 2001 Strategy have been completed. Since 2001, there has also been an increase in the number of people cycling or wanting to cycle for both commuting and recreational purposes.
What is the process for developing the new Strategy?
The new Strategy will be developed in 2 stages:
The final Strategy and action plan are anticipated to be considered by Council in December 2013. Following adoption, the Strategy will be available through Council’s website.
How much funding is allocated to implement the Strategy over the next 20 years?
As at July 2013, at least $260,000 is allocated for the implementation of the bicycle strategy annually. This may increase if and when, State and Federal Government funding opportunities are made available.
Who is responsible for bicycle routes in Manningham?
Both Council and VicRoads are responsible for bicycle routes within Manningham.
Bicycle routes primarily located along the arterial road network (main roads such as Doncaster Road) are the responsibility of VicRoads and typically form part of the Principal Bicycle Network (PBN). For any information relating to the PBN please refer to www.vicroads.vic.gov.au
Bicycle routes located along the local road network are generally installed and maintained by Council. The draft Ultimate Bicycle Network Plan Route Assessment Table provides information on the on road and off road bicycle routes proposed to be installed over the next 20 years.
What works are proposed as part of the Ultimate Bicycle Network Plan?
It is proposed to provide a combination of on road and off road shared path bicycle routes.
On-road bicycle facilities may include exclusive bicycle lanes, preferred bicycle routes with bicycle symbols on the road pavement, or “preferred bicycle route” signage. Locations which have been nominated as on road bicycle routes will be assessed on an individual basis to ensure that the appropriate treatment is provided.
It is noted that the majority of on-road bicycle routes have been proposed on roads with a posted speed limit of 50km/h or under and on low volume roads.
Off-road shared paths will generally be provided through reserves or along footpaths on the local road network.
Where an off road shared path is proposed in a local road, widening of the existing footpath will be required to safely accommodate both cyclists and pedestrians and to accord with current standards.
The provision of shared paths through reserves will generally require the widening of existing paths or construction of new paths to a minimum width of 2.5 metres.
I have completed the survey. Where do my comments go? Will I receive a response to my feedback?
All comments received will be assessed and investigated.
Where a suggestion to amend, delete or provide a new bicycle route has been submitted, Council officers will investigate the proposed change and determine the feasibility / impact of the change to the overall network.
Once the investigations have been completed, all the comments submitted and Council officer responses will be collated and presented to Council late 2013. Advice regarding the adopted Ultimate Bicycle network will be communicated through Manningham matters, local newspapers and the final documentation will be available through What Matters Manningham.
There is an off road shared path route proposed along my street. Which side of the road is the shared path proposed to be constructed?
Details regarding the proposed bicycle routes can be found in the attached Route Assessment Table. Where a route is proposed as an off road shared path, the table will provide information relating to the side of the street it is proposed for construction.
